An Energy-Water Subcommittee needs to be established in order to promote and enable improved energy and water resource data collection, reporting and technological innovation.
|You might oppose this bill if:
► You do not believe in the establishment of an Energy-Water subcommittee since you consider it to be unnecessary and a waste of resources. The technology and other practices used by the Department of Energy is sufficient and there’s no need for any form of advancement. The use of brackish or oilfield waste is necessary to help guarantee efficient, reliable or sustainable energy.
The Energy and Water Research Integration Act directs the Department of Energy (DOE) to consider the critical link between energy and water use in its programs in order to “guarantee efficient, reliable, and sustainable delivery of energy and clean water resources”.
The bill directs the DOE to integrate water considerations into its Research and Development programs, including consideration of water use efficiency, non-traditional water sources and climate impacts on water availability, also requiring the DOE to develop and periodically update a strategic plan, identify research, development and demonstration needs, and associated technical milestones.
The bill establishes an interagency advisory committee to promote and enable improved energy and water resource data collection, reporting and technological innovation, requiring the advisory committee to conduct annual technical workshops with non-federal experts and report on its activities to Congress every two years.
The Energy Department is to consider water conservation and efficiency in the development of new energy technologies. It would also encourage the use of alternative water sources that do not compete with drinking water supplies, including brackish water or oilfield waste along with with the use of demonstration programs to help guarantee clean water resources.
Under this bill, a strategic plan will be developed to identify the research, development and demonstration needs for department programs and projects. The strategic plan will include technical milestones for achieving and assessing progress towards the integration of energy and water research.
In developing the strategic plan, the following will be considered:
● Technologies that are life-cycle cost effective;
● Technologies that reduce impacts on water from energy resource development;
● Energy efficient technologies or water distribution, treatment and collection systems;
● Innovative water reuse, recovery and treatment technologies in energy generation and fuel generation; and
● Technologies to treat and utilize wastewater and produced waters discharged from oil, natural gas, coaled methane, and any other substance to be used as an energy source.
Under the act, an Energy-Water Subcommittee of the Energy Board will be established to promote and enable improved energy and water resource data collection, reporting and technological innovation. The Subcommittee would make recommendations on the development and integration of data collection and data communication standards and protocols to agencies and entities currently engaged in collecting the data for the energy-water nexus.
The Subcommittee would consist of a representative from each program within the department and each federal agency that conducts research related to the energy-water nexus.
Non-federal members, including representatives of research and academic institutions, States, and industry who have expertise in technologies and practices relating to the energy-water nexus will also be part of the subcommittee.
